The rest of basic PCK falls into place. I have my rationale to parody presidents (these guys are fun to caricature). I'm inspired by some comic strip precedent: more Pogo caricaturing world/national leaders as animals than the old Doonesbury talking White House. There was also a strip in the '70s called "Don Q", which included caricatures of politicians, that loosely took place in Don Quixote times. It's little-remembered - we only had it in our local paper for a year (coinciding with the 1975-6 TV season/school year). Anyway, my Presidents' Club has 10-year-old versions of presidents, whose in-strip purpose gets explained over time.
